My dad has a computer with an AMD Athlon XP 2600+ (aka 2.166GHz), two 120GB Hard Drives, a Nvidia GeForce 6800GT and everything other than Processor requirements have been met at least at minimum specs. Will this computer be able to run Tabula Rasa at least decently? It's gonna be his birthday and christmas present. Also does it cost money to play Tabula Rasa? if so, how much?

It will be frustrating. It will usually be tolerable and quite playable 95% of the time, until you get into a large multi-mob/player firefight with 2 second freezes and very "slideshow" video. On the bright side, this usually clears right up after you discover you're dead and don't know why.

You can reduce video settings from "normal" to "low" which will make the game playable, but you will immediately see why this is referred to as "Ugly Mode". It is great motivation for a processor upgrade.
